区域的以下原则：
? Housekeeping is a fundamental and necessary activity and will be performed by every
working staffs who working for the project.
整齐干净管理是基本的和必要的，是每个在本项目工作的施工员的责任。
? Working area, passageways, stairways and all the other areas must be kept free of debris
and materials.
施工区域，出入口，楼梯间及所有其它区域必须保持没有垃圾和材料堆放。
? Appropriate trash containers will be placed strategically and used for disposal of scrap
materials and the other generated debris. 要适当地设置垃圾箱，用来盛放废料和其它垃圾。
? Liquids (such as paints, solvents, thinners, oils and grease) and the other materials which
have contained chemicals will be disposed in accordance with the hazardous waste procedures and regulatory requirement from the Owner/RAMBOLL.
液体（如油漆，溶剂，油和干油）及其它含有化学药品的材料均要依照有害废料的程序和业主/RAMBOLL的要求进行处理。
? Storage areas will be kept clean and materials neatly stacked and placed.
存放区域要保持干净而且材料堆放要整齐美观。
? Electrical welding leads, cords, wires, electrical cables, hoses and the other temporary
systems will be kept off the walking surface and in a elevated position.
电焊导线，电线，电缆，软管和其它临时系统均要远离施工位置并要架设起来。
? Lunch and eating areas will be kept clean and free of all food scraps, wrappers, cups and
the other disposable items.
午餐与吃饭的地方要保持干净而且所有剩余的食品，包装，杯和其它废物清理干净。 ? Signs warning of the hazard of falling materials will be posted at the working area
concerned. They are not removed until the removal work has been finished. 在有关的施工区域要设立警示有下落材料危险的警示牌。
? All scrap lumber, waste material and rubbish will be removed from the immediate work
area as the work progress.

? All solvent waste, oily rags and flammable liquids will be kept in fire-resistance covered
containers until removed from the work site.

punished.

? Construction site will be regularly inspected, if anything is not conformance, it must be
corrected within limited time.

Roads 道路
Clear road access will be maintained on the site. Any work, such as excavation, vehicle handling /unloading or siting of cranes or other large plant which reduces the width of the roadway or track or otherwise interferes with access, may be undertaken only with the prior agreement in writing of the Owner/ CPL. Proposals for such operations will be submitted to the Owner/ CPL before the work started. These proposals will ensure sufficient access for emergency services is maintained at all times and provide for effective traffic management. 要保证现场道路的清洁。任何施工，如开挖，车辆运输/卸料或停放吊车或其它减小道路宽度的或妨碍交通的大型设备时，均要经业主/ CPL书面同意才能进行。在这些工作开始之前，要向业主/ CPL呈交进行如此施工的提案。这些提案要保证始终有足够的、供应急设施出入的通道并提供足够的交通管理。

Scaffoldings 脚手架
Scaffoldings and Platforms 脚手架与平台
15.1
15.1.1 Scaffolding and platforms design and construction will be generally in accordance with the
criteria of the Owner/ CPL.
脚手架与平台的设计与建立总体上要符合业主/ CPL的标准。
15.1.2 All scaffolds and scaffolding shall only be erected, modified or dismantled by qualified
scaffolding staffs.
所有脚手架只能有合格的架子工搭设、修改或拆除。
15.1.3 All working platform planks shall be closely laid and securely lashed at both ends with either
8mm fibre rope or 4mm wire rope. 所有平台板要搭设紧密。
15.1.4 Scaffolds shall not be erected in such situation that it will impede the access of emergency
vehicles.
脚手架的搭设不得影响应急车辆的进入。
15.1.5 Scaffolds shall not be erected on roadways and access ways without the consideration and
application of collision protection from vehicles and mobile equipment. 如未考虑和使用防撞保护，刚不得将脚手架搭设在道路和入口通道处。
15.1.6 Footings or anchorage for any scaffold shall be sound, rigid and capable of carrying the
maximum intended load without settling or displacement.
脚手架底架或锚固点要稳固，足以承受荷载而不会产生沉降或偏移。
15.1.7 Bamboo scaffolding and platforms will not be used in the project.
项目上不得使用竹质脚手架。
15.1.8 Qualified personnel will be responsible to set up and check the scaffoldings and platforms. All
the scaffoldings or platforms must be up to the standard; during built up and after confirmation, the scaffoldings or platforms must be with right signs to show it is ready or not, or with the

labels as per the requirement from the Owner/ CPL.
脚手架或平台的搭设与检查将由称职的人员进行。所有脚手架或平台必须符合标准；在搭设脚手架或平台过程中与经确认之后，脚手架或平台必须要有正确的标志表明其是否完成可以使用， 或有符合经业主/ CPL要求的标签。
15.1.9 Only the scaffoldings or platforms can be used when it is with the signs showing it has been
confirmed by the Owner/ CPL.
脚手架或平台只有挂有表明其经过业主/ CPL确认的标志时才能使用
15.2
Portable Ladders – Control & Inspection 移动梯子
15.2.1 All ladders used on the Project shall be approved by Company HSE representative prior to use;
项目中所有梯子应在使用之前通过公司安全员审批；
15.2.2 The use of metal ladders will be limited and wood or fibre-glass (not metal ) is preferred;
要限制使用金属梯子，最好使用木头或玻璃钢（非金属）梯子；
15.2.3 All ladders shall have non-slip feet;
所有梯子应有防滑脚；
15.2.4 Wooden ladders shall be treated with preservative;
木梯应用防腐剂处理过；
15.2.5 Ladder shall be inspected quarterly and documented to identify the inspection; and Ladders for
egress and/or to conduct low level work of short duration is acceptable, but ladders may not be used in lieu of scaffolds as a primary means of conducting work of longer duration, or stairways. 梯子应按季度进行检验并记录以标识该检验；而且梯子用作上下和/或进行短期的低点工作是可以接受的，但不能作为进行长期工作的主要手段代替脚手架，或是斜梯。

Hand and Power Tools 手持与电动工具
All hand and power tools shall be maintained in safe condition. 所有手持和电动工具都应维护在安全状态下。

Electrical power tools shall be grounded or double insulated with proper assured equipment grounding inspections or Ground Fault Interrupter circuit protection provided. 电动工具应接地或通过适当保证设备接地检查的双层隔离或提供漏电保护器保护。

17.2
HSE Training to the Driver and Equipment Operator 司机与设备操作工的培训
17.2.1 Change driver?s attitude and habit to avoid occurrence of accident of vehicles;
改变司机的工作态度和坏习惯以避免车辆事故的发生；
17.2.2 Drivers should be trained and understood the necessary of the driving self-defense to prevent
other insecure factors.
司机要经过培训并了解必要的驾驶自我保护意识，避免其它非安全因素的出现。
17.2.3 Drivers and equipment operators will be on post with license and certificates issued by
government or by the Owner/ CPL.
司机与设备操作工要持证上岗，要有政府或业主/ CPL颁发的操作证书。
17.3
Inspection of Vehicles and Equipment 车辆与设备的检查
17.3.1 Drivers and equipment operators will periodically check, maintain and preserve the vehicles or
equipment that they operated.
司机与设备操作工要定期对自己使用的车辆和设备进行检查和维护。
17.3.2 Each driver and equipment operator must keep the record for the daily pre-running inspection.
每个司机和设备操作工必须坚持每天上机前对设备的进行检查和记录。
