为保证有效地执行中冶天工的安全管理,将进行安全管理工作资源要求的评定,这些资源包括,但不限于以下内容

3.1

Necessary manpower resources: 必要的人力资源

? One HSE manager who is a safety engineer and has safety experiences in work and

working procedures;

一名具有安全施工经验并懂得施工程序的安全工程师作安全经理; ? Rigging technical director;

吊装技术指导

? MCC shall provide one full-time competent HSE professional whenever MCC workforce

meets or exceeds thirty (50) employees. Additional full-time competent HSE advisors will be assigned to the project for each additional one hundred (100) employees. 每50个工人1名安全管理员,每递增100名工人需增加一名安全管理人员。 ? HSE training organizer;

安全培训组织员

? Security management personnel;

保安管理人员 ? First-aid personnel;

紧急救护人员

? According to Company?s Safety Supervisor?s requirement, a qualified and full-time Safety

Supervisor shall be nominated for the workforce of a set of piling machine. 根据公司安全员要求,要求工地中有一名负责且全职的安全员。

3.2

Necessary equipment and tool resources: 必要的设备与工具资源:

? Gas detector for oxygen, toxic and poisonous detecting;

进行氧气,有害气体的检测; ? First-aid box, vehicle, etc.

紧急救护箱,车辆,等。

Attend the weekly management safety co-ordination meeting organized by Company Safety Supervisors.

参加每周一次由公司安全员组织的安全会议。

3.4

Comply with and participate effectively in the prescribed arrangement for safety co-ordination on the job-site.

遵守并积极参与安全合作措施的安排工作。

HSE Meeting and Communication HSE会议与沟通 General Description 概述

Libeiya ?s project manager will attend the weekly meeting and arrange the HSE dept. meeting.

4.1

4.1.1

This meeting will form the basis of the project HSE plan development and identify the incident trends and remedial actions that may be required.

丽贝亚项目经理要参加周安全会并组织安全部的会议。在这个会议上要制定出项目的HSE 计划并展望出项目安全趋势及可能需要的补救行动。

4.1.2

Each level of meetings with various topics for the site work, but HSE topic will be the first one all the time.

每一级的会议将有各自关于现场施工的话题,但安全话题将始终是第一个话题。

4.1.3

It is necessary to hold safety meeting for keeping everybody knows safety in their work and encouraging the working staffs actively participate in accident prevention work on site. 有必要坚持召开安全会,让每一个人知道在他们工作中的安全要求并鼓励施工员主动参与避免现场施工中出现任何事故。

4.1.4

Before assignment of the group?s task, the tool box meeting must be hold with the content as the following:

在指定各施工小组的工作之前,必须召开工具箱会议,其内容如下: ? HSE topic of project organization 项目管理中的安全话题 ? Propose the HSE improvement; 提出安全改进建议 ? Topic of safety behaviors安全行为的话题

? Fill in pre-job checklist and staff safety awareness, power tool status, PPE check;

填写工作前检查表和施工员安全须知,电动工具的状况,检查个人安全设备; ? Review and analyze the past accidents and take relevant prevention measures;

回顾和分析以前发生的事故并采取有关相应的预防措施;

? Do the JRA(Job Risk Analysis) and STA(Safety Task Assignment)

进行工作风险分析和安全任何确认。

4.1.5

HSE manager hold weekly meeting which will be attend by Safety Supervisor and HSE superintendent; listening their suggestion on HSE work, analyze the weekly HSE trend and assign the HSE task for next week.

安全经理召开周安全会,其间,安全管理员和安全主管要参加;倾听关于安全施工的建议,分析每周安全状况的趋势并制定下周安全工作任务。

4.1.6

The project manager convenes the monthly HSE meeting with attendants of HSE manager, construction manager, leaders of construction teams, representatives from the subcontractors, material manager, project control manager, technical manager; listening the monthly HSE status, analyzing the HSE trend, arranging the HSE task for the next month.

项目经理要召开月安全会议,其间安全经理,施工经理,施工队领导,分包商代表,材料经理,项目控制经理,技术经理要参加会议;了解每月安全状况,分析安全趋势,安排下月的安全工作任务。

HEALTH, SAFETY AND ENVIRONMENTAL 健康安全与环保 Principle and Policy 纪律与政策

Owner/RAMBOLL Procedures shall be in compliance with fully. Safety assurance system, implement national safety production policy, and focus on prevention first, safety first policy, put employees and surrounding people health and environment first priority. Every employee and every department should abide by this principle throughout the performances of their jobs. 要全面执行业主/RAMBOLL的HSE程序,安全保障体系。执行国家的安全政策并侧重于预防第一,安全第一,员工与周围人安全与环保第一的政策;每位员工和各个部门应在整个项目的施工与工作中始终坚持这个原则。

1.2 Stick to “production supervisor accountable for safety”, “work organizer accountable for safety”, enhance safety education by posting books, carrying out various safety activities, maintain constant safety awareness.

坚持执行“生产管理安全负责制”,“组织工作安全负责制”,通过分发手册来加强安全教育,进行各种安全活动,保持永久的安全意识。

General Project Rules 现场规定综述

Site Location and Access Roads 现场位置与入口道路

Libeiya will make all inquiries concerning special public road limitations in the area of the site with regard to deliveries of equipment and materials.

丽贝亚将对使用所有现场公用道路进行材料与设备运输提出要求。

Maximum speed limit for the Project will be 5km/h unless otherwise indicated. 除另有规定外,项目现场的最大行车速度为5公里/小时。

Movement of men, vehicles, plant and materials over Project roads shall be subject to at all times to the control of the Owner/ CPL

在项目现场道路上的各种交通在任何时候均属于业主/ CPL控制范围。

2.2

Site Layout and Zone Identification 现场平面图与区域划分

Libeiya will ensure its and its Subcontractor?s employees are fully aware of the Site layout, approved routes to and from the Site and specific operational zones thereon.

丽贝亚将保证自己的和其分包商的员工完全了解现场的布置情况,和经认可的出入现场的通道和专门的工作区域。
