17.4

Vehicles and Equipment Accidents 车辆与设备事故

17.4.1 Each vehicle or equipment accident must be immediately reported to the higher level.

车辆或设备出现事故时必须立即向上级报告。

17.4.2 Safety Supervisor must promptly investigate every case of the accident, find out the reason

and put ward his prevention idea.

安全管理员必须立即对每个事故进行调查，找到事故原因并提出整改建议。

17.5

Light Vehicles 轻型车辆

All light vehicles working on the site will be diesel powered and fitted with: 所有在现场的轻车辆均为柴油驱动并配备有： ? Flashing amber light;

黄色泛光灯 ? 20 liters water;

20升的水 ? Fire extinguisher;

灭火器 ? First aid kit;

急救套具

? Seat belts for driver and all passengers;

司机及所有乘客的安全带 ? Reversing alarm;

倒车报警 ? Cargo barriers.

17.6

Heavy Vehicles and Mobile Plant 重车辆与机动设备

17.6.1 All heavy vehicles and mobile plant equipment will be diesel powered and be fitted with:

所有重车辆与机动设备均为柴油驱动并配备有： ? Flashing amber light;

黄色泛光灯 ? Reversing alarm;

倒车报警 ? Fire extinguisher;

灭火器

? Seatbelt for driver/operator and passengers (if any).

17.6.2 All vehicle or mobile plant running in the project site will be driven within the speed limited by

the Owner/ CPL.

所有在项目现场运行的车辆或机动设备均要在业主/ CPL限定的速度内行驶。

17.6.3 All vehicles enter or leave the site carrying any loads such as aggregate, sand, gravel or soil

must be secured such that no material shall leave the vehicle.

所有进入或离开现场装有诸如骨料，沙，石或土的车辆必须要将料装好，不得有料撒出车外。

17.6.4 Libeiya will keep the roads in site free from mud, droppings or other materials that are due to

its transportation work.

丽贝亚将保持现场道路没有泥，下落材料或其它因运输产生的材料。

17.6.5 Prior entering the flammable/explosive area, fire extinguisher will be equipped for vehicles and

plant.

在进入易燃、易爆物品区域以前，车辆与设备上要配备灭火器。

17.6.6 During refueling of mobile equipment and vehicles, following rules must be observed:

在机动设备与车辆加油的过程中要遵守以下要求： ? Prohibition of smoking; 不得吸烟

? Turning off ignition during refueling; 加油时要关掉发动机； ? Generator must be stopped; 停止发电机的运行； ? Prevention open fires and spillage; 避免明火和外溢；

? Supply sufficient fire protective equipment and fuel storage containers;

提供足够的消防保护设备和储油容器；

? Provision of “No Smoking” and “Turning off Ignition” signs.

提供“严禁吸烟”和“关掉发动机”的标志牌。

18.

Lifting and Hoisting 吊装与运输 General 概述

18.1

18.1.1 All lifting and hoisting equipment must pass the examination of the Owner/ CPL before

mobilizing into the jobsite.

所有吊装设备必须通过业主/ CPL的检查然后才能进入现场。

18.1.2 The operator/driver of the lifting and hoisting equipment must be with the right certificates for

the work and satisfy the requirement from the Owner/CPL.

吊装设备的操作工/司机必须在正确的和符合业主/CPL要求工作证书。

18.1.3 Operator must well check the condition of ground to adjust the crane?s turning and hoisting

operation.

操作工必须根据现场的条件调整好吊车的回转与吊装情况。

18.1.4 If there is any gale or hurricane warning, all hoisting arms must be lowered down and right

fixed.

如果有任何大风或台风的警报时，所有吊装臂必须落下并固定好。

18.2

Crane and Material Handling 吊车与材料吊运

18.2.1 Lifting and handling equipment must be with the director during operation;

吊装与吊运设备在运行过程中必须要有指挥人员；

18.2.2 Warning line for lifting equipment and handling equipment must be set up to prevent any not

concerned people enters the working area and cause injury.

吊装设备周围必须设立警示带以免任何无关人员进入施工区域造成损伤；

18.2.3 All lifting and handling equipment must pass the examination of the Owner/Management

before mobilizing into the jobsite for use;

所有吊装与吊运设备在进入现场使用前必须通过业主/CPL的设备检查：

18.2.4 Person who in charge of lifting or handling equipment operation must check the equipment in

daily base and well recorded.

负责吊装与吊运设备的人员必须每天检查设备并做好记录；

18.2.5 Safety Supervisor will check the operator?s daily check record;

安全管理员要检查车辆司机的检查记录；

18.2.6 All lifting or handling operations must be carried out in a safe manner by competent and trained

personnel.

所有吊装与吊运设备的运行必须采用安全的方法并由称职的经过培训的人员进行操作。

18.2.7 Before any lifting work started, Libeiya will submit rigging plan to the Owner/Management for

review and confirm.

在任何吊装工作开始之前，丽贝亚将向业主/CPL提交吊装计划供其审查与批准。

18.2.8 Operator must be careful to the right operation procedure all the time, the outriggers must be

fully extended on both sides.

操作工必须始终认真执行正确的操作规程，设备的支脚必须全部伸出。

18.2.9 Current certificate of examination must be obtained if the crane has been substantially repaired

or is more than 14 months old.

如果吊车经过修理或车龄超过14个月时一定要有车辆检查证明。

18.2.10 No hoisting and handling equipment will be used as people carrier.

任何吊装与运输设备不得用于客运。

18.2.11 Safe load/radius tables will be made available in the operator?s cabin of all lifting and handling

equipment.

所有吊装与吊运设备司机室内必须有安全负载/工作半径表格。

18.2.12 Crane hooks must equip with spring safety catches to prevent displacement of the sling of load

from the hook.

吊钩必须装有弹簧舌以免有载吊具脱钩。

18.2.13 Steel cables and slings must be displaced if any of the following defects are observed:

钢丝绳和吊具必须在出现以下情况时必须更换：

? There are more than 2 broken wires in any single lay

每股出现2根钢丝折断；

? The cable is distorted due to kinking, crushing or from core collapsing;

钢丝绳因打结，碰撞或芯线压扁而扭坏；

? The cable diameter has been reduced to less than 95% of it nominal value;

钢丝绳直径减小到原直径的95%以下；

? There is any damage or deterioration immediately adjacent to the termination;

在绳扣附近出现损坏或磨损

? There is any damage, apart from superficial marking, to the ferrule secured

eye-terminated sling.

除浅表的印痕外，如果在吊具眼环处有任何损伤时。

18.3

Crane Driver and Rigger 吊车司机与吊装工

18.3.1 The drivers of all tower cranes, truck mounted, wheeled and crawler cranes in use on site or

the lay down area will be trained construction equipment operators. Nobody will be allowed to operate such cranes unless being accepted by the Owner/CPL and with government issued certificates.

所有在现场或料场区域使用的塔吊，汽车吊，有车轮的和履带吊车的司机必须是经过安全培训现场施工用司机，未经业主/CPL及没有政府颁发的操作证书的人不得动用这些吊车。

18.3.2 Nobody will sling or release a load from a crane or act as a rigger unless he has been trained

to do so. Libeiya will submit detailed document concerned to the training of the appointed riggers to the Owner/CPL for review and confirmation and the confirmed ones may carry out in the jobsite.

非经培训的人员不得从事吊装工作，丽贝亚将向业主/CPL提交详细的培训文件，供其审查与批准只有经批准培训文件才能在现场执行。

19.

Respiratory Protection 呼吸保护

All personnel will assess the hazard prior to start the work. The requirement for the respiratory protection will be assessed. If anybody is required to wear respiratory protection, MCC will responsible for the working staff to have medical examination especially about the lung function capacity and training of how to use the respiratory protective equipment. 所有人员在开始工作前均要对危险进行评估。要对呼吸保护要求进行估计。如有人需要呼吸保护时，中冶天工负责对员工进行其肺功能进行健康检查并讲解如何使用呼吸保护设备。

19.1

19.2 The medical evaluation and training will be well recorded. After use of the respiratory protective equipment, they would be cleaned or disposed in safe manner.

这样的健康检查与培训工作均要记录在案。用后的呼吸保护设备要进行清理或用安全的方法将其处理掉。

19.3 The respiratory protective equipment will be in accordance with GB code or the local regulations or the Owner / CPL?s requirement.

呼吸保护设备将要符合中国标准或地方规定或业主/CPL的要求。

19.4 Breathing air supplied by the respiratory protective equipment must meet the following requirement: 从呼吸保护设备吸入的空气必须符合以下要求：
