摘要

民以食为天，食以安为先；食品安全对国家的稳定起着至关重要的作用。不安全的食品既危害民众的健康，也打击相关行业的发展。近年来接二连三发生的食品安全事故，为我国的食品安全状况敲响了警钟，食品安全问题导致我国食品出口受阻，也影响了国家声誉。众望所归的《食品安全法》终于于 2009年 6 月开始实施。但是《食品安全法》的颁布却未能从根本上改善我国的食品安全状况，质量问题形势日益严峻，假冒伪劣食品尤其是有毒有害食品在市场上肆虐横行，导致安全事故频频爆发，如地沟油经过回收重新处理后上餐桌、婴幼儿毒奶粉、苏丹红等重特大食品安全事故严重的侵害了消费者的消费信心，引发了消费者对食品安全的恐慌。尤其不安全的食品对消费者的身体健康及生命安全造成了极大的损害，同时危害了社会的整体利益。食品安全的重要性更加凸显，食品安全成为全社会共同关注的问题，对食品安全的监管及监督成为国家及社会的共同职责。

Abstract

Food, food; food safety plays a vital role in the stability of the country's first. Unsafe food not only harm people's health, but also against the development of related industries. In recent years, the spate of food safety incidents, the wake-up call for our country's food security situation, food safety issues led to China's food export is blocked, also affected the national reputation. Welcomed by the \Law\finally in June 2009. But the promulgation of the \safety\has not fundamentally improve China's food security situation, the situation is increasingly serious quality problems, fake food is especially toxic and hazardous food is rampant in the market run amok, leading to frequent outbreaks of security incidents, such as waste oil after recovery of re-processing on the table, infant poison milk powder, Sudan Red, etc. of major food safety accidents serious infringement of consumer confidence, consumers on food safety scare. Especially unsafe food on the health of consumers and the safety of causing great damage and harm to the interests of the community as a whole. Highlights the importance of food safety, food safety issues of common concern of the whole society to become the shared responsibility of national and social regulation and supervision of food safety.
