It is/was time (that) ...“该做??的时候了”，该句型的变式有It's high/about time that ...，从句中谓语动词用“一般过去时或should＋动词原形(should 一般不可以省略)” 表示虚拟，但其含义并非指过去，而是指现在或将来。
