摘 要

在20世纪之初，公共管理就已经在西方诞生，到目前已经发展了一百多年。但是在中国公共管理目前还是一个较为新兴的学科，随着社会的进步和科学的发展，公共事务越来越多，社会对公共服务的需求越来越大，为了实现和维护公共利益，有效地对全国各个地区实施公共管理，作为国家政府体系中不可或缺的地方政府就必须承担起各自的公共管理职责。近年来社会的不断发展和进步使得公共管理所面临的问题。对于公共管理、地方政府在公共管理中的地位与作用，国内有很多学者都对其有过研究，但在很多相关的问题上仍存在着很多争论，越来越多的学者开始研究并解决这些争论。所以，本文对公共管理的内涵、地方政府在公共管理中的地位与作用进行了深入的研究，以寻求改善的正确方法和途径，使地方政府更好的适应这种需要，充分发挥其作用。作为行政管理专业的学员，就上述问题提出个人对政府在公共管理中的地位和作用的理解，供商榷指正。

Abstract

At the beginning of twentieth Century, public administration has been born in the west, has been developed for more than 100 years. But in the Chinese public management is still a relatively new discipline, along with social progress and development of science, more and more public affairs, social demand for public service is more and more big, in order to achieve and maintain the public interest, the effective implementation of public management to various regions of the country, the state government as an indispensable in the system of local government we must assume the responsibility of public management in their respective. In recent years the continuous development of society and the progress of the public management of the problems faced by. The status and function of public management, local government in public administration, there are many domestic scholars has its own research, but there are still many arguments in many related issues, more and more scholars begin to study and resolve the debate. So, in this paper, the connotation, status and function of public management of local government in the public management are studied, with the correct methods and approaches seek to improve, so that the local government to better meet the need, give full play to its role in. As students administration management, puts forward personal understanding of the position and role of government in the public management on the above issues for discussion.

引 言

政府的角色问题是政府的一个基本问题。随着新公共管理理论的产生和发展，人民对政府的角色定位越来越重视。地方政府作为公共事业的管理者，从一定意义上讲也是地方公共事务的决策者和实施者，地方政府的角色定位不仅直接影响整个地方事务管理的全过程，而且影响国家政府的公众形象。

中国当代社会转型所带来的权威性危机和管理危机造成了民众对政府的不信任，社会矛盾不断。地方政府作为中央政策的执行者和地方利益的捍卫者，在面对社会普遍怀疑时必须认真扮演其在公共管理活动中的角色，提高公共管理质量和效率，切实维护好社会公共利益和公共秩序，提供优质公共服务。为满足中国民主与法治要求，推动中国地方治理方式改革，完善地方政府公共管理的效率和水平，必须明确地方政府在公共管理中的地位与作用，从而加深政府对自己角色重要性的理解和群众对政府的信任。
