Unemployment may be one of the biggest problems our people as well as our government are faced with today. According to an official report, in one big city alone, since 1986, nearly 1,000,000 adult workers have lost their jobs because of factory closings and cutbacks---either temporarily(暂时) laid off or permanently forced to retire.

Many people, especially the policy makers, believe that forcing adult workers, those who are over 45, to retire is an effective means to relieve the tension of unemployment, for it can provide more job opportunities for the jobless young.
