第1章 总论
1.1 项目由来
**省为我国水泥生产大省,产量排名全国第五。目前,大多数水泥企业工艺、技术、装备水平落后,生产规模偏小,已不能满足市场需求。虽然在一定时期内,这些企业为当地的经济发展作出了很大贡献,但随着经济的不断发展,诸多弊端逐渐显现。技术水平落后,产品质量不稳定,资源利用率低,环境污染严重,劳动生产率低。同时,绝大多数立窑水泥企业面临很快被淘汰的局面。
我省制定了―十五‖建材工业结构调整发展目标和思路,提出了水泥工业要走―优化结构、合理布局、上大改小、择优禁劣‖的路,由目前以立窑生产工艺为主向新型干法回转窑工艺转变,由能耗高、污染重的生产方式向节能利废环保型生产方式转变,实现产业升级。根据**省人民政府关于清理整顿小水泥厂的实施意见,―九五‖期间,全省已淘汰机立窑168台,消减落后的水泥生产能力700万t左右,这将使**省水泥供需的情况发展变化,给本项目让出了部分市场空间,水泥特别是高标号优质水泥将形成供不应求的局面。
按我省经济区域的划分,在浙北、浙中地区应充分利用其石灰石资源,重点发展新型干法窑,改造老企业。淘汰落后机立窑、湿法窑企业工艺,改造成新型干法水泥生产工艺,从注重量的转变到质的提高,以实现增长方式的根本转变。
**中利达实业集团有限公司是一家以生产水泥产品为主的多元化企业集团。企业创建于1979年,目前年水泥生产能力达120万t(1000t/d熟料新型干法生产线已于2002年8月28日点火)。经过几年来公司自身的不断改造和发展,公司现有水泥生产线三条:Φ 3×10m和Φ3×11m机立窑个各一条,1000t/d新型干法回转窑生产线一条。根据德清县人民政府《关于湖州中利达实业集团有限公司日产2000吨熟料新型干法回转窑水泥生产线技改项目总量控制的意见》,公司决定在现有1000t/d新型干法回转窑生产线投产成功经验的基础上,同时结合公司长期采用长兴千井湾矿区矿床为原料的特点,技改新增一条2000t/d规模的干法回转窑水泥生产线。技改项目达标投产后,淘汰自有Φ3×10m和Φ3×11m机立窑两条生产线。本技改工程符合国家和**省对水泥行业的结构调整政策。
根据《中华人民共和国环境保护法》、国务院(98)第253令《建设项目环境保护管理条例》的有关规定,**中利达实业集团有限公司委托*******环境科学与工程研究所编制本项目的环境影响报告书。环境评价单位接受委托后,在现场实地踏勘、调研、收集和核实有关资料的基础上,结合大纲评审意见,编制本
