5、新建、改建、扩建项目，必须做到劳动保护设施与主体工程同时设计、同时施工、同时投产。各工程项目在设计审查和竣工验收时，必须同时审查验收安全卫生设施，并由生产管理部门、卫生部门和工会组织参加，没有这些部门签字盖章的不准施工和投产。
