邮轮出入境边防检查管理办法

边检站对邮轮实施梯口监护管理。梯口监护人员应对上、下轮人员逐个进行人证对照，认真查验所持证件，及时掌握上、下轮人员情况并做好数据核对工作。同时，要加强与其他岗位检查人员的配合，及时掌握禁止登陆人员的相关情况，协调船方共同做好禁止登陆人员的控制工作。

第十九条 本办法自下发之日起执行。此前我局下发的规定与本办法不一致的，以本办法为准。

第二十条 本办法由公安部出入境管理局负责解释。

告邮轮船长书

尊敬的船长先生：

欢迎贵轮来到中国。贵轮在中国港口停泊期间，中国边防检查机关将提供尽可能的便利。为保证贵轮快捷顺利入出境及停泊期间的安全，现将有关注意事项通告如下：

一、全体旅客及船员务必遵守中华人民共和国法律、法规。

二、为便利旅客及船员通行，请贵轮协助做好以下工作：

1、预计抵达中国口岸48小时前（航程不足48小时的，在驶离上一口岸时），将抵达时间、停泊地点、靠移泊计划及完整、准确的旅客、船员名单报送边防检查机关。旅客、船员名单应包括姓名全称、性别、出生日期、国籍、证件号码、序号等内容。

2、保证旅客、船员电子身份卡中的姓名、照片、证件号码等信息与提交边防检查机关的本人证件资料完全一致。

3、提前核对旅客、船员出入境证件、签证（签注）及旅客、船员名单，复印旅客证件资料页。

4、告知旅客、船员办理入出境边防检查手续的注意事项，并及时组织其接受检查。

5、提供可供办理边防检查手续和驻船监护等工作所必需的办公和生活条件，指派专门人员全程配合边防检查机关的检查管理工作。

三、随贵轮入境后在中国国内港口不登陆的旅客，可以免办入出境边防检查手续，但贵轮需采取必要措施确保其不离开船舶。

随贵轮入出境的外国籍旅客，免填外国人入、出境卡（入境后不再随船出境及新登船的旅客除外）。

四、经批准登陆的船员，凭本人有效证件及边防检查机关签发的《船员登陆证》（如需要）登陆；外国籍船员前往港口所在城市以外地区的，需到公安机关出入境管理部门申办签证并经边防检查机关查验。

五、临时登轮的人员及临时搭靠的船舶，需持有边防检查机关签发的许可证件。

六、贵轮在中国港口停泊期间，需加强管理，认真检查登陆、登轮人员证件。如发现非法出入境活动或其它异常情况，应及时向边防检查机关报告。

Notices to the Captain of Cruise

Dear Captain:

Welcome to China. The Chinese Immigration Inspection Authority will provide the applicable facilitation to your good ship as convenient as possible. We are pleased to introduce the following contents of instruments in order to guarantee that we can provide an efficient Immigration Inspection with the well protection and security of your vessel or people onboard for your kind attention.

1. All passengers and crewmembers must fully comply with the relevant laws and regulations of the People's Republic of China.

2. To facilitate the necessary immigration clearance for passengers or crewmembers, please refer to the following requirements.

2.1 A pre-declaration from the vessel is required 48 hours prior to the arrival of port (alternatively, right after the departure at the last clearance port if the navigational time is less than 48 hours). The said pre-declaration is including the estimated time of arrival, berthing

schedule and location, completed and accurate manifest of passengers or crewmembers onboard (including name in full, gender, date of birth, nationality, number of travel document which is applied for the entry and exit clearance, and the designated serial numbers of passengers or crewmembers on the manifests).

2.2 Vessel is advised to prepare the electronic identity cards (EIC) with accurate data (such as, name in full, recent photo and number of travel document) for each passenger and crewmember onboard. Please be ensured that the data shown on EIC is totally consistent with the manifests which is submitted to the Immigration Inspection Authority. 2.3 Vessel is advised to pre-verify the travel documents of your passengers and crewmembers onboard (including visa / endorsement). Please also make copy of the respective travel documents of your passengers (data page which is containing identity information).

2.4 Passengers and crewmembers onboard should be pre-notified of the clearance formalities, manner, assemble due time and well organized for the Immigration Inspection.

2.5 Vessel is required to facilitate and provide the sufficient working and living conditions / areas, onboard supervision for the Immigration Inspection Officers. In addition, the designated personnel of vessel will represent and work with the Immigration Inspection Officers during the whole Clearance.
