As is known to all, the organization and management of wages and salaries are very complex.

Generally speaking, the Accounts Department is responsible for calculations of pay, while the Personnel Department(人事部) is interested in discussions with the employees about pay.

If a firm wants to adopt a new wage and salary structure, it is essential that the firm should decide on a method of job evaluation(估价) and ways of measuring the performance of its employees. In order to be successful, that new pay structure will need agreement between Trade Unions and employers.

In job evaluation, all the requirements of each job are defined in a detailed job description. Each of those requirements is given a value, usually in “points”, which are added together to give a total value for the job. For middle and higher management, a special method is used to evaluate managers on their knowledge of the job, their responsibility, and their ability to solve problems.

Because of the difficulty in measuring management work, however, job grades for managers are often decided without reference to an evaluation system based on points.

In attempting to design a pay system, the Personnel Department should compare the value of each job with those in the job market. It should also consider economic factors such as the cost of living and the labor supply.

It is necessary that payment for a job should vary with any differences in the way that the job is performed. Where it is simply to measure the work done, as in the work done with the hands, monetary encouragement schemes are often chosen; for indirect workers, where measurement is difficult, methods of additional payments are employed.

Does a drink a day keep heart attacks away? Over the past 20 years, numerous studies have found that moderate alcohol consumption, say, one or two beers, glasses of wine or cocktails daily helps to prevent coronary heart disease . Last week a report in the New England Journal of Medicine added strong new evidence in support of that theory. More important, the work provided the first solid indication of how alcohol works to protect the heart.

In the study, researchers from Boston’s Brigham and Women’s Hospital and Harvad Medical School compared the drinking habits of 340 men and women who had suffered recent heart attack with those of healthy people of the same age and sex. The scientists found that people who sip one to three drinks a day are about half as likely to suffer heart attacks as nondrinkers are. The apparent source of the protection: those who drank alcohol had higher blood levels of high density lipoproteins, the so called good cholesterol, which is known to prevent heart disease.

As evidence has mounted, some doctors have begun recommending a daily drink for patients of heart diseases. But most physicians are not ready to recommend a regular happy hour for everyone. The risks of teetotalling (绝对戒酒 ) are nothing compared with the dangers of too much alcohol, including high blood pressure, strokes and liver troubles---not to mention violent behavior and traffic accident. Moreover, some studies suggest that even moderate drinking may increase the incidence of breast and colon cancer. Until there is evidence that the benefits of a daily dose of alcohol outweigh the risks, most people won’t be able to take a doctor’s prescription to the neighborhood bar or liquor store.

Over many years there has been an increase in the population of towns in many countries, as millions of people have moved from the villages in search of better jobs and facilities, in the hope of getting a higher standard of living. Because the new houses will float on water. There will be no need for foundation; instead the house will be built on a frame made of steel which is expected to cost about $ 5,000. Above this the builders will make a house with two, three or four bedrooms and all the usual modern conveniences, as well as a roof garden. Each house will be joined to the main services supplying water, gas and electricity and they will have a vacuum sewage disposal (真空污水处理) system. All the service links will have enough flexibility (灵活性) allow for small differences in the water level caused by wet and dry periods of weather.

The first house to be built are expected to cost between $ 20,000 and $ 30,000 according to size and it is already clear that there is a very good potential market for the new system. AS the cost is comparatively low, young people and common citizens would like to buy.

Plastic bags are very popular in our daily life. People go shopping with plastic bags in free markets, super markets, or departments.

But plastic bags are one of the major pollutants. We can see littered plastic bags thrown everywhere, especially along the railways or highways, in the parks or in the rivers. Because plastics is not degradable, once it is thrown in the environment, it will exist for a long time and pollute soil and water. They are even dangerous to wildlife as thousands of sea animals are killed each year when they eat or are chocked by plastic bags. What’s more, “white pollution” creates a bad image for China.

So Government should make law to forbid the use of plastic bags in department stores and supermarkets. Meanwhile, people should be encouraged to replace them with paper bags or cloth bags.
