On joining the vessel, every personnel should be familiarized with the position of garbage collection points, storing, and processing and disposal procedures as stated in this plan. Personnel should be trained to recognize different waste categories and actively encouraged to comply with the Garbage Management Plan.

一上船，每位人员均熟悉本计划所述之垃圾收集点之位置、贮存程序、处理程序及抛弃程序。人员应予以教育训练以了解垃圾分类，并且积极地鼓励以符合本垃圾管理计划。

Personnel are required to participate in the garbage management system as specified in this plan. Instruction and familiarization with onboard facilities, including the routine for garbage management, should be provided for personnel joining the ship.

要求人员参与本计划之垃圾管理制度，新上船人员应给与说明，使其了解船上设施，包括了解船上例行之垃圾管理。

Personnel are also to be made aware of the location of special areas designated under MARPOL, Annex V and instructed on the disposal and discharge requirements to be adhered to while in those areas.

人员也应了解防止船舶污染国际公约附录V所界定之特别海域，当船在该等海域时，知悉其抛弃及排泄要求。

1．Responsibilities of the personnel implemented Garbage Management Plan 《垃圾管理计划》实施人员职责

1.1 Responsibilities of the personnel taking all responsibilities

The Master takes all responsibilities to implement Garbage Management Plan, his main responsibilities are:

（1）take responsibilities to implement Garbage Management Plan on shipboard overall;

负责垃圾管理计划在船上全面贯彻实施；

（2）take responsibilities to organize crewmembers to training and education;(At least once every three months)

负责组织全体船员的培训、教育工作；(至少每三个月一次)

（3）organize crewmembers to contingency handling and report to administrative offices in time, when taking place

the garbage pollution incidents.

船舶发生垃圾污染事故时，组织船员进行应急处理并及时报告主管机管机关。

1.2 Responsibilities of person in charge particular implementation

具体实施负责人职责

（1）take responsibilities to organize garbage manager to implement Garbage Management Plan;

负责组织垃圾管理人员实施垃圾管理计划；

（2）take responsibilities to the training and exercise of garbage manger;

负责垃圾管理人员培训和训练工作；

（3）direct the on-site contingency handling when the ship takes place garbage pollution incidents;

船舶发生垃圾污染事故时，现场指挥应急处理工作；

（4）take responsibilities to the liaison of garbage receiving handling matters;

负责联系垃圾接收处理事宜；

（5）take responsibilities to record and keep the Garbage Record Book.

负责垃圾记录簿记录和保管。

1.3 Responsibilities of personnel of garbage collection handling （chef or kitchen work）

垃圾收集处理人员职责 (大厨或厨工)

（1）the attendant on board takes responsibilities to daily garbage collection and handling;

船上的服务员负责日常垃圾收集、处理工作；

（2）take responsibilities to the garbage separation and collection handling;

负责分类、收集处理垃圾；

（3）keep the clean of garbage collection and storage, no smell of pollution, corrupt and stink take place.

保持垃圾收集、储存点的卫生，不发生污染、腐烂、恶臭气味。

1.4 Responsibilities of the manager of garbage handling equipment (incinerator duty by forth engineer ; others

垃圾处理设备管理人员职责（三管负责焚烧炉；其它设备由大副指定人员负责）

（1）Be familiar with the technical ability of managed equipment and operate it strictly according to garbage

management procedure;

熟悉所分管的设备技术性能并严格按垃圾管理程序进行操作；

（2）take responsibilities to maintain equipment of garbage separated management and make it in a good

condition.

负责垃圾分管的设备维修与保养，使其处于良好状态。 1.5 Responsibilities of all crewmembers

（1）Comply with the requirement of Garbage Management Plan strictly;

（3）Attend contingency handling work according to the order of C/O, when garbage pollution incidents take place

on shipboard.

船舶发生垃圾污染事故时，按大副指令参加应急处理工作。

2. Ship Garbage Management Principle and procedure of garbage reduction 船舶垃圾管理原则及减少垃圾的措施

2.1 The method of separation, collection and storage of garbage is used on the ship. Process and handle with

2.2 Try best to apply and require the port office to receive and handle the garbage on the ship before the ship

leaving the port. Try best to reduce the discharge rate on the sea.

本船垃圾在船舶离港前尽可能申请港方接收处理，尽量减少在海上的排放量；

2.3 Comply with the stipulation of Annex V of MARPOL 73/78 strictly, when discharging and handling garbage on the

sea;

本船在海上排放处理垃圾时,严格遵守《73/78防污公约》附则V的规定；

2.4 Fill the Garbage Record Book truly in accordance with the requirement, when do the operation of garbage

handling.

进行垃圾处理作业时, 按要求如实填写《垃圾记录簿》；

2.5 All the crewmembers try their best to take less goods which may make garbage on board; 全体船员尽量少带容易产生垃圾的物品上船；

2.6 Try best to choose the package easy to dissolve and container package or storage stuff which can be reused in order to reduce garbage.
