标志灯光是否工作正常。 The DPO on the last departing installation is responsible for receiving the departure flight message from the helicopter and forward it, if requested by the pilots.如果飞行员要求,电报员负责直升机的飞行信息接收和向前面单位的信息传递。

The DPO shall inform the standby vessel about actual POB on board the installation

5.4 Helicopter refuelling直升机加油程序

Helicopter refuelling shall be performed in conformity with CAP437. 直升机必须按照CAP437标准和要求进行加油。

The HLO is also responsible for bunkering of helicopter fuel. Prior to bunkering the HLO shall produce a recent helifuel sample, or have a new sample taken under the supervision of the pilot.

直升机燃油质量保证、加油由直升机指挥员负责。在直升机加油前,他必须提取额最近的油样,或是在飞行员的监督下提取新的油样。

Bunkering shall only start when the pilot has approved the fuel sample and given orders to start bunkering.

只有当飞行眼确认完油样后才能加油,并在飞行员发出指令后开始加油。

Normal refuelling operation will require the helicopter rotors to be stopped, the passengers shall disembark and wait in the Helo Lounge until they are called back out.

正常情况下,直升机在加油过程中,直升机的旋翼应该停止,飞机关车,乘客必须下飞机,在直升机候机室进行等待,直至他们得到登机的许可。

On filling fuel with the rotors in motion (hot refuelling) the passengers shall normally leave the helicopter and stand by in the Helo Lounge.

直升机旋翼转动时加油,乘客通常情况下必须离开直升机,并在候机室等待。

Bunkering shall be stopped at the slightest indication of an abnormal situation. The fireguard shall immediately start fire fighting, if a fire breaks out.

在任何异常情况出现时,直升机的加油必须停止,如果发现有火花,消防员必须立即开始灭火。

The signals how the pilot will indicate that sufficient fuel has been received, to change tank, or emergency stop, shall be clearly established before refuelling operations. The pilot inside the helicopter signals the HLO when the required quantity of fuel has been received.

在加油前,飞行员和直升机指挥员必须建立清晰的加油联络手段,飞行员通过怎样手势告诉直升机的需要加油油量已加好,更换加油的油箱或紧急停止加油。当加油加到需要的油量时,在直升机驾驶舱的飞行员给直升机飞行员发出信号。

The operator of the fuel pump shall be stationed at the helifuel dispenser for the whole duration of the fuelling. If an emergency situation should arise he shall immediately activate the emergency stop and

close all valves and by remote-control close the discharge valve from the helifuel transport tank.

在整个加油的过程中,加油泵操作人员必须驻守在直升机的加油罐傍边。如果发生任何的应急情况,他必须立即停止加油,关闭所有的阀门,通过自动控制断开加油罐和加油管的阀门开关。

After the refuelling has been completed the pilot shall again witness and approve a new fuel sample, confirming that it is free from water.

在直升机加油完成后,飞行员对油样进行再次的目视确认,证实提取的样品没有含水。

Pilot shall always sign for received fuel before leaving the vessel. 飞行员必须在起飞离开船台之前,必须对所加的油量签字确认。

5.5 HELICOPTER IN AN EMERGENCY OR IN DIFFICULTY 直升机故障或直升机应急事件

If an in-coming helicopter reports that is has a problem, which may be hazardous during landing, one or more of following measures shall be evaluated to reduce or ward off the risk of an emergency situation developing:

若果到港的直升机已经报告发现了故障,可能在降落过程中产生危害,一或多个安全措施必须采取,一减少或消除危害风险的进一步发展。

1. Notify the MRCC (Main Rescue Coordination Centre) of the report received from the

helicopter and that the MRCC shall be in stand by in case assistance is needed, or until the situation resolved and normal operation has been resumed.

把直升机报告的故障情况报告给主控营救协调中心,中心根据具体的情况进行应急的准备,直至情况得到解决或正常的运行恢复。

2. Close helifuel pump at the bottom of the tank so that an unintentional start-up of the pump is

avoided in case the refuelling unit near the helideck should be damaged during landing.

关闭在油罐的底部直升机加油泵,避免油泵不正常意外启动,有关的加油部件在直升机降落过程

中损坏。

3. Notify the standby vessel of the situation and order the vessel to proceed to the most

favourable position and be prepared to take onboard people, if an accident should occur. 通知守护船直升机的故障情况,命令守护船开往有利的位置待命,让船上的人员准备好救援,

一旦事故出现立即营救。

4. Mobilise fire teams in addition to helideck crews for fire fighting/ foam distribution/rescue. 动员更多的人员组成消防队伍,连同直升机机坪任何元准备好泡沫灭火材料和营救。 5. Mobilise first-aid teams to safe areas, ready for action.

动员更多的人员组成医疗救援,在安全区域等待,准备医疗救援。

6. If possible, MOB crew should be mustered and ready to deploy if needed. 如果可能,船台救生艇营救组进入舱内,进入释放状态。

7. Alternative fire fighting equipment shall be prepared in case the permanent fire fighting

appliances are damaged.

备份的消防灭火设备必须准备好,一旦固有的消防设备失效可以立即代替。

8. Notify according to emergency response matrix in the Contingency Manual. 按照手册的应急矩阵图通知有关单位进入状态。

9.If possible keep continuous contact with helicopter pilot so that the crews on deck are as well prepared as possible for the landing.

如果可能电报员与直升机飞行员持续的联系,甲板人员尽可能为直升机降落准备完善。

Missing helicopter 直升机失踪

If \notification/measures shall be executed, if the helicopter does not report at the given

positions, or if the next flight-control centre is unable to confirm that they have taken over the control of the helicopter, or if contact with the helicopter is suddenly broken, and repeated calling is unsuccessful:

如果西方水神被指定对某一区域保持飞行跟踪时,在以下的通知和安全措施必须实施,如果直升机没有在报告点报告动态,或下一飞行跟踪中心不能证实他们已经接收了移交的直升机,或直升机联系突然之间中断,没有办法成功恢复联系。

Continue calling/listening. 继续呼叫和守听

Inform other shipping in the area of the helicopter's last known position so that a search may be started as quickly as possible..

通知在直升机最后呼叫的位置的附近船只,以便尽快启动营救搜寻。
