面向PPP项目的全过程造价咨询优化路径初探

摘要：近年来，我国基础设施和公共服务领域广泛采用政府和社会资本合作（PPP）模式。作为一种创新性融资模式，政府与社会资本组建项目公司，共同出资建设运营项目。对PPP项目全面造价管理，明确项目建设成本，政府可对项目公司进行有效的运维绩效监督与有差别的财政支付管理。面对新模式，传统造价管理体系难以适应新需求。本文结合我国国情和PPP项目市场情况，提出我国面向PPP项目的工程造价管理体系构建的方向和措施。 Abstract： In recent years， Public—Private—Partnership （PPP） has been widely used in infrastructure and public service. As an innovative financing model， the government and the social capital set up project company and jointly fund the construction of operational projects.

Comprehensive cost management is carried out on the PPP project， and construction costs are made clear. The government can carry out effective operation and maintenance performance monitoring and differential payment management to the project company. Faced with the new model， the traditional cost management system is difficult to adapt to new demands. Based on China's national conditions and the market situation of PPP projects， this paper puts forward the direction and measures for the construction of project cost management system for PPP projects in China. 关键词：PPP模式；工程造价；管理体系；咨询服务

目前，我国公用事业和基础设施建设诸多领域已全面铺开PPP模式。不过，相对于传统建设工程项目来说，PPP模式涉及专业更为广泛，持续时间更为长久，其复杂程度更胜于是。对于工程造价咨询企业及其开展的传统工程造价咨询业务而言，PPP项目本身的特点导致其工程造价控制出现诸多的难点——如造价控制主体的确定问题、招投标问题、造价建设制度的范围涵盖问题等，PPP项目众多要素对工程造价管理提出了新的挑战与需求。本文从PPP项目的属性以及补贴角度着手，分析PPP项目对工程造价控制管理的新需求。 1 公共项目属性决定了应对PPP项目进行造价监管
