注意光模块类型时必须要max rate和encoding两项条件同时满足

1.4 确认光线路是否存在问题

通过查询ONT和PON口的收发光功率值，结合现网实际的光路组网计算出理论衰减值，对比实际值，如果差异大于3db，可能光路存在问题，需排查光路。 1.4.1 查询ONT光功率情况
