2012年3月4日（星期日）上午11时，十一届全国人大五次会议在人民大会堂三楼金色大厅举行新闻发布会，由大会发言人就会议议程和人大工作相关的问题回答中外记者的提问。以下为现场实录:

女士们，先生们，上午好。十一届全国人大五次会议新闻发布会现在开始。今天的发布会请大会发言人李肇星先生发布大会的议程及有关的安排，并就大会的议程和人大工作回答提问。

HOST: Ladies and gentlemen, good morning! Welcome to the press conference of the 5th Session of the 11th National People’s Congress. Today we have invited the spokesman of the session, Mr. Li Zhaoxing, to release information on the agenda and arrangements of the NPC session. He will then answer questions from you related to the agenda of the session and the work of the National People’s Congress.

现在先请李肇星先生发布大会的议程及有关的安排。

Now I would first like to invite Mr. Li to make some opening remarks on the session’s

agenda and relative arrangements.

十一届全国人大五次会议副秘书长、大会发言人李肇星:

女士们，先生们，上午好，也祝各位龙年春天快乐。

LI ZHAOXING: Ladies and gentlemen, good morning! And I wish all of you happiness in the spring of the Year of the Dragon!

十一届全国人大五次会议将于3月5日上午开幕，14日上午闭幕，会期9天半。刚才大会举行了预备会议，选举了大会主席团和大会秘书长，通过了大会议程。预备会议后举行了主席团第一次会议，推选了14位主席团常务主席，通过了会议日程和执行主席分组名单，决定了大会副秘书长，决定了本次会议表决议案办法，决定3月9日12时为代表提出议案截止时间。

The 5th Session of the 11th National People’s Congress will open on the morning of March 5th. It will run for nine and a half days and close on the morning of March 14th. At the just concluded preparatory meeting, the presidium and the secretary general of the upcoming session were elected and the agenda of the session was adopted. Following the preparatory meeting, the presidium held its first meeting, which appointed 14 standing chairpersons. The program of the session was adopted, executive chairpersons of the plenary meetings were specified, and deputy secretaries general of the session were appointed. A decision was made on the method of voting on bills and proposals; and the deadline for submitting bills and proposals was set at 12 o’clock on Mar. 9th.

这次会议主要有十项议程，听取和审议政府工作报告，审查和批准计划报告，审查和批准预算报告，审议刑事诉讼法修正案草案，审议十二届全国人大代表名额和选举问题的决定草案，审议香港特别行政区、澳门特别行政区选举十二届全国人大代表的两个办法草案，听取和审议全国人大常委会工作报告，听取和审议最高人民法院工作报告，听取和审议最高人民检察院工作报告。

There are mainly 10 items on the agenda of the session. Deputies will here and deliberate on the report of the government, review and approve the report on planning, review and approve the report on budget, deliberate on the draft amendment to the Criminal Procedure Law, deliberate on the draft decision on the quotas and election of deputies to the 12th NPC, deliberate on the draft methods for the election of deputies

to the 12th NPC in the Hong Kong and Macao Special Administrative Regions respectively, here and deliberate on the Work Report of the NPC Standing Committee, here and deliberate on the work report of the Supreme People’s Court, and here and deliberate the work report of the Supreme People’s Procuratorate.

本次会议的召开是今年我们国家的一件大事，这次会议也是党的十八大召开前最重要的一次会议。

The upcoming session is a major event in China this year and, the most important conference before the 18th National Congress of the Communist Party of China.

开好这次大会，对于动员全国各族人民紧密团结在以胡锦涛同志为总书记的党中央周围，同心协力、顽强拼搏、锐意进取、开拓创新，为巩固和发展“十二五”开局良好势头，保持经济平稳较快发展，促进社会和谐稳定，夺取全面建设小康社会新胜利而继续奋斗具有十分重要的意义。

A successful session, therefore, has great significance for mobilizing the Chinese people of all ethnic groups to rally around the CPC Central Committee with Comrade Hu Jintao as the General Secretary, and to work in a united, unrelenting, enterprising and innovative way, to consolidate and build on the good start of China’s economic and social development in the 12th 5-year period, maintain steady and fast economic development, promote social harmony and stability, and strive for new successes in building a moderate prosperous society in all respects.

十一届全国人大五次会议的开幕会、闭幕会和其他各次全体会议接受中外记者采访，还将有一大批代表团的团组会议向中外记者开放。大会期间，将在人民大会堂金色大厅和新闻中心驻地梅地亚中心举行若干场记者会，邀请国务院有关部门的主要负责人分别就我国的外交政策和对外关系、经济社会发展、财政金融政策、保障和改善民生等大家关心的问题回答记者提问。

The opening and closing as well as the plenary meetings of the session will be open to Chinese and foreign media, discussions held by a large number of delegations will also be open to the media. During the session, press conferences will be held at the Great Hall of the People, and this Golden Hall, in particular, and at the Media Center Hotel, the headquarters of the press center. Leading officials of relevant State Council departments will be invited to answer questions on issues of great interest to the public, such as China’s foreign policy and external relations, economic and social development, fiscal and financial policy, and the maintenance and improvement of

people’s livelihood.

3月14日上午大会闭幕后的记者会上，国务院总理温家宝将回答中外记者提问。

At a press conference after the close of the session, on the morning of Mar. 14th, Premier Wen Jiabao will answer questions from Chinese and foreign press.

法制日报记者：谢谢主持人，我是法制日报和法制网的记者。刚才大会发言人发布了本次大会的议程，其中提到将审议刑事诉讼法修正案草案。我们知道，在常委会审议刑事诉讼法修正案草案期间曾有一些委员和专家呼吁将宪法规定的尊重和保障人权原则写入草案。我想请问大会发言人，在提请本次大会审议的刑事诉讼法修正案草案是如何贯彻这一原则的？

LEGAL DAILY: Legal Daily and its website. Mr. Spokesperson, in the agenda of the session that you have released, there is the item of deliberating on the draft amendment to the Criminal Procedure Law. During the deliberation of this draft by the NPC Standing Committee, some members on the Standing Committee and some experts called for incorporation into the draft a constitutional principle of respecting and protecting human rights. Now how does the draft that will be submitted to the NPC session reflect that constitutional principle?
