摘 要

所谓的政府权力清单，是指依据法律规定将政府的行政权力的内容以及行使程序以清单的形式向社会公众公布，并接受社会大众监督的制度。我国从中央到地方的各级政府权力清单的建设，要经过清权厘权、科学确权、简政放权和严格制权等改革步骤，划清权力的界限，限制政府的自由裁量权，明确政府职责于责任，提升政府的服务质量。政府权力清单制度建设不仅需要进一步完善，还要在此基础上建立整合型权力制约监督模式，科学配置权力结构与权力功能发挥从而提升改革效果，政府要梳理正确的权力观即责任和服务观念。在此基础上逐步扩大权力清单范围，以实现政府转型，促进各方对政府的监督，实现权力规范运行的可持续化。

随着我国经济的不断发展，我国正处于社会转型的过渡时期，过去很长一段时间里实行的计划经济，给我们当前遗留下了行政权力泛滥的问题，这也成为了制约我国经济发展障碍。为了使政府权力运行更加规范化，我国陆续公布了《行政诉讼法》、《行政处罚法》、《行政许可法》、《行政强制法》等法律法规。在2008年开始实行《政府信息公开条例》，这充分体现了我国在权利清单建设方面的重大举措。十八届三中全会后，权力清单制度实行开始推广，希望通过公开政府权力，促进社会各方对政府监督，从而建设廉洁高效的服务型政府。

With the continuous development of our economy, our country is in the transition period of social transformation, the implementation of a very long time in the past planned economy, leaving the

administrative power problem to our left, which has become the

obstacle to the economic development of our country. In order to make the operation of the government power more standardized, China has published the \punishment law\compulsory law\implement the \fully embodies the important measures in the bill of rights of the construction of our country. After the Third Plenary Session of

eighteen, power list system implemented to promote open government, hope that through the power of government supervision, promote social parties, so as to build a clean and efficient service-oriented government.
