to raise money动词不定式在句中是真正的主语，it只是形式主语，是为了避免“头生脚轻”。it作形式主语的句型有两种：It’s + adj. + for sb. to do sth. , 形容词强调不定式表达的动作内容；It’s + adj. + of sb. to do sth. , 形容词强调人的性格特征。如：

It’s necessary for us to learn English well. It’s very kind of you to help me.

2.It costs each student one dollar to buy a ticket for the draw.每个学生花一元钱买一张票来抽签。

cost“需付费，价钱为”，其主语为物。如：The dictionary cost me 99 yuan.spend“花费，花（时间、金钱等）”主语是人。常用结构为spend…on…或spend…(in)doing…如：I spent 99 yuan on the dictionary.

pay“付款”，其主语为人，常用结构为：pay…for 或payfor…。如：Ipaid99yuanfor the dictionary.I’ll pay for the tickets.
