摘要

在经济社会发展下，基层行政单位不仅是为县域经济社会发展提供公共管理服务，还肩负着农业发展的重任。基层行政单位是虽然在我国行政架构中处于基础位置，但在我国政府体系中是极其重要的层级。近年来，伴随政府经济职能的转变，随之带动社会职能转变，基层行政单位付出的行政成本和产生的行政效能已成为社会上引起关注的热点，由此带来的最现实、最直接的问题：政府行政成本居高不下，造成重大财政负担，影响财政收支的合理运行，行政成本的扩张，直接导致社会成本拉大，给经济发展环境带来严重的负面影响。

本文的研究对象是河南省平舆县杨埠镇人民政府。论文通过剖析行政成本的基本概念，特征及影响因素并加以分析；其次，结合该基层行政单位的当前行政成本的实际情况，探究基层行政单位行政成本控制目前面临的重要问题，深入分析行政成本居高不下的原因。最后提出适合该县人民政府并保持有效控制行政成本合理化的措施和制度，加强行政成本控制意识，建立规范化考核标准，完善行政成本控制制度，实现基层行政单位职能转变根本化，推行科学民主决策机制，完善行政成本控制监督体系，通过这些应对措施的提出希望可以为基层行政单位在之后的行政成本控制问题上提供参考和依据。

Abstract

Under the economic and social development, grassroots administrative units not only provide public management services for county economic and social development, but also shoulder the heavy responsibility of agricultural development. Although the grassroots administrative units are at the basic position in China's administrative structure, they are extremely important in the Chinese government system. In recent years, along with the transformation of the government's economic functions, it has led to the transformation of social functions. The administrative costs and administrative effectiveness of the grassroots administrative units have become the hotspots of concern in the society, and the most realistic and direct problems brought about by them. The government's administrative costs remain high, causing a major financial burden, affecting the rational operation of fiscal revenue and expenditure, and the expansion of administrative costs, which

directly leads to the expansion of social costs and has a serious negative impact on the economic development environment.

The People's Government of Yangxun Town, Pingyi County, Henan Province, is the research object of this paper. The paper analyzes the basic concepts, characteristics and influencing factors of administrative costs and analyzes them. Secondly, combined with the actual situation of the current administrative costs of the grassroots administrative units, it explores the important problems facing the administrative cost control of grassroots administrative units, and analyzes their high standards. s reason.
