在市委市政府的直接领导下，2009年底，《南京市城市总体规划（2007—2020）》成果（报批稿）正式形成。规划根据科学发展观的要求和“三个发展”的总体部署，提出了南京未来城市发展的目标、规模和布局，成为引领南京全市以及各个区县发展的基本依据。
为贯彻实施城市总体规划、引导江宁区健康有序发展，南京市规划局决定会同江宁区政府组织编制区总体规划，其目的就是根据城市总体规划确定的城市发展总目标、总定位、总规模和总布局，结合区的资源条件和发展优势，根据《市委市政府关于坚持科学发展 转变发展方式 加快转型发展、创新发展、跨越发展的意见》，在《江宁区城乡统筹规划》的基础上，明确区的功能定位、发展规模、空间布局和近期建设重点，成为江宁区指导“十二五”以至更长时期城乡发展的基本依据，并可以作为指导所在江宁区规划城镇单元规划编制的重要依据。 三、主要内容
1、规划范围
规划范围为江宁区行政区域，包括9个街道，总面积1573平方公里。规划研究要兼顾与周边区县的协调。

现状基准年为2009年，规划近期至2015年（衔接“十二五”

（3）明确发展规模。根据城市总体规划的人口及建设用地分配，结合现状人口发展趋势预测，明确江宁区人口规模和城镇化水平，确定城乡建设用地规模和辖区内各类用地构成。
（4）地区定位和主导职能。根据城市总体规划要求和地区资源特征以及未来发展趋势，提出江宁区发展定位和支撑定位的主导职能。
（5）功能布局和城镇体系。提出本地区各项主导功能的发展布局；提出本地区城镇体系构成和各主要城镇的职能、规模和发展方向。
