从全域到村庄：南京市江宁区美丽乡村规划建设路径探索

摘要：本文系统梳理了江苏省南京市江宁区美丽乡村建设历程，将江宁区乡村发展归纳为试点示范、示范区建设、全域规划建设、特色田园乡村品质发展四个阶段，通过对各阶段的背景条件、发展目标、组织方式、建设内容等进行梳理分析，试图廓清乡村建设发展历程的路径与阶段特点，为我国县域乡村规划建设提供借鉴与启示。

From Region to Village： Exploration of Planning and Constructing Path of the Beautiful Countryside in Jiangning District， Nanjing ZHANG Chuan

[Abstract] This paper sums up the countryside construction process and path in Jiangning district. It divides the construction process into four stages from the spatial planning， including villages construction， demonstration area planning， countryside of the whole region and quality construction. By analyzing the background， development goal， organization mode and construction content of each stage， we try to summarize the path of beautiful countryside

construction and the characteristic of each stage. It will provide reference for the development of villages in other area.

新型城镇化必须依靠城市和乡村双腿并立前行，乡村不仅关乎新型城镇化的进程，更事关我国现代化发展目标的实现。2012年，党的十八大提出的“美丽乡村”是“美丽中国”战略的重要组成和先行部分；2017年，党的十九大报告提出把解决好“三农”问题作为全党工作重中之重，实施乡村振兴战略，到2050年，乡村全面振兴，农业强、农村美、农民富全面实现[1]。随即全国各省市纷纷响应并对相关工作作出相应部署，全社会掀起一轮“乡村振兴”的热潮。可以预
