abstract ecoª­compensation for oilª­gas resource developmentis used to compensate for the damage to ecological environment function as well as for the damage to the loss of the development opportunity of the region. ecological damage losses include the direct loss, the indirect loss as well as the the expense to restore ecology resources, which can be calculated by market value and opportunity cost. the cost used in

environmental pollution governing and protection could be estimated by restoration and protection cost. the development opportunity loss,that could be estimated by market value and opportunity cost is caused by oilª­gas exploitation that destroies the living environment of the contemporary generation and the future generations, who give up the survival right after suffering physical and mental destruction. research on the compensation standard on the basis of northern shaanxi shows that if the standard is 2% for revenue, that equals drawing 120 yuan rmb in each ton of petroleum, 0.02 yuan in each cubicª­meter of natural gas. feasibility analysis with the leontief inputª­output model shows that it is operational and feasible to implement the aboveª­mentioned standard,with which the compensation prinpicle can bear, which does not have great
