[内容摘要]

城镇居民基本医疗保险是社会医疗保险的组成部分，采取以政府为主导，以居民个人（家庭）缴费为主，政府适度补助为辅的筹资方式，按照缴费标准和待遇水平相一致的原则，为城镇居民提供医疗需求的医疗保险。作为我国较早开展城镇居民基本医疗保险工作的试点城市之一，长春市经过近几年的发展初步建成了“低水平、多层次、广覆盖”的医疗保障体系，实现了百万人入保的目标。但是，在发展过程中依然存在一些问题，如对医疗保险经办机构管理水平低、社区医疗服务水平不均衡等。

本文通过对长春市城镇居民基本医疗保险的建设情况、运行状况以及效果进行分析，从而发现对长春市城镇居民基本医疗保险运行中存在的问题，并提出解决方案，进一步完善长春市城镇居民基本医疗保险。

[Abstract]

Basic medical insurance for urban residents is part of the social health insurance, take the government led to individual residents (family) pay, a government subsidy, supplemented by appropriate funding modalities, in accordance with the standard payment and benefit levels consistent with the principle of medical needs of urban residents medical insurance.
