关于在城市社区开展党员志愿公益服务的建议

【摘 要】目前，我国的社区公共服务体系建设还处于起步阶段，大量的“单位人”脱离单位，变为“社会人”，地区发展差异大、投入不足等问题依然是影响公共服务质效的重要因素，并且现阶段国内半数以上的社会组织还无法像西方国家那样，单独挑起“第三部门”承担公共服务的重担。因此，结合中国的政治实际和中国共产党“为人民服务”的特性，建立由“党组织牵头、党员为主体、社会多元化参与”的志愿服务模式，作为满足社区群体诉求的重要补充，进一步密切党同群众的联系。

随着当前社会的不断进步、发展，“志愿”、“公益”等词越来越深入人们心中。政府机关、非公有制企业，又或是外资企业都在或多或少地提倡、组织着一系列的公益志愿服务，但是，面对公民社会中复杂多变、专业性强、数量庞大的公共品需求，很难仅仅依靠政府转型、政策调控来全部解决。具体包括：

——需求市场的不断扩大给社区带来更高挑战。原来在企事业单位离退休的老同志都由单位负责他们的衣食住行、生老病死，随着经济体制改革，这些同志退休后只能回到社区，重新成为“社区人”、“社会人”，并成为今后一段时期社会和社区的重点服务对象和管理对象。在许多新经济组织和社会组织中，企业方只履行缴纳保险的义务，把人更深层次的发展、生活需要等其他问题交给社区。因此，社区的地位日益重要，社区不得不肩负起组织、提供服务的主体职责。

——社区功能受限造成提供服务方式亟需扩充。在社区事务中，政府部门习惯包办一切，存在过度行政化倾向以及错位、缺位的现象。社区居委会变为政府的行政“末梢”，更多的精力用于承担各种行政职能，无法开展有效活动以适应人民群众的精神文化和物质生活的需要。与此同时，对于不同个体来说，可能更需
