低频低压减载装置采购标准 技术规范使用说明
1. 本物资采购标准技术规范分为通用、专用部分。
2. 项目单位根据需求选择所需设备的技术规范。技术规范通用部分条款、专用部分标准技术参数表和使用条件表固化的参数原则上不能更改。
3. 项目单位应按实际要求填写“项目需求部分”。如确实需要改动以下部分,项目单位应填写专用部分“项目单位技术差异表”,并加盖该网、省公司物资部(招投标管理中心)公章,与辅助说明文件随招标计划一起提交至招标文件审查会:
1)改动通用部分条款及专用部分固化的参数; 2)项目单位要求值超出标准技术参数值范围;
3)根据实际使用条件,需要变更环境温度、湿度、海拔高度、耐受地震能力、用途和安装方式等要求。
经招标文件审查会同意后,对专用部分的修改形成“项目单位技术差异表”,放入专用部分表格中,随招标文件同时发出并视为有效,否则将视为无差异。
4. 投标人逐项响应技术规范专用部分中“1标准技术参数表”、“2项目需求部分”和“3投标人响应部分”三部分相应内容。填写投标人响应部分,应严格按招标文件技术规范专用部分的“招标人要求值”一栏填写相应的投标人响应部分的表格。投标人还应对项目需求部分的“项目单位技术差异表”中给出的参数进行响应。“项目单位技术差异表”与“标准技术参数表”和“使用条件表”中参数不同时,以差异表给出的参数为准。投标人填写技术参数和性能要求响应表时,如有偏差除填写“投标人技术偏差表”外,必要时应提供证明参数优于招标人要求的相关试验报告。
5. 对扩建工程,如有需要,项目单位应在专用部分提出与原工程相适应的一次、二次及土建的接口要求。
6. 技术规范范本的页面、标题等均为统一格式,不得随意更改。
7. 一次设备的型式、电气主接线和一次系统情况对二次设备的配置和功能要求影响较大,应在专用部分中详细说明。

1 总则
1.1 引言
提供设备的厂家、投标企业应具有ISO9001质量保证体系认证证书,宜具有ISO14001环境管理体系认证证书和OHSAS18001职业健康安全管理体系认证证书及年检记录,宜具有AAA级资信等级证书、重合同守信用企业证书并具备良好的财务状况和商业信誉。提供的装置应在国家或电力行业级检验检测机构通过型式试验和动模试验。
投标厂商应满足2.4.2中的规定、规范和标准的要求。招标方在技术规范书专用部分提出的要求投标方也应满足。
提供的产品应有省部级鉴定文件或等同有效的证明文件。 投标方应提供设备近三年运行业绩表。
投标方提供的设备在近三年内,在国家电网范围内至少有三套良好的运行业绩(由相应的省级及以上调度或运行部门出具证明材料)。
提供的产品除满足国网公司规范要求外,还应满足设备应用区域的相关规定。 产品使用方如有特殊技术与服务要求,需在招标专用技术规范中规定。
1.1.1 本采购标准技术规范提出了装置的功能设计、结构、性能、安装和试验等方面的技术要求。 1.1.2 本采购标准技术规范提出的是最低限度的要求,并未对一切技术细节作出规定,也未充分引述有关标准和规范的条文,投标方应提供符合本采购标准技术规范和工业标准的优质产品。
1.1.3 如果投标方没有以书面形式对本采购标准技术规范的条文提出异议,则表示投标方提供的设备完全符合本规范书的要求;如有异议,应在技术投标文件中以“对规范的意见和同规范的差异”为标题的专门章节中加以详细描述。
1.1.4 本采购标准技术规范所使用的标准如遇与投标方所执行的标准不一致,按较高的标准执行。 1.1.5 本采购标准技术规范经招、投标双方确认后作为订货合同的技术附件,与合同正文具有同等效力。
1.2 卖方职责
卖方的工作范围将包括下列内容,但不仅仅限于此内容。 1.2.1 提供标书内所有设备及设计说明书及制造方面的说明。
1.2.2 提供国家或电力行业级检验检测机构出具的型式试验报告,以便确认供货设备能否满足所有的性能要求,并经国家电网(含应用区域网省公司)调度和运行管理部门认可。 1.2.3 提供设备安装、使用的说明书。
1.2.4 提供试验和检验的标准,包括试验报告和试验数据。
1.2.5 提供图纸,制造和质量保证过程的一览表以及招标文件规定的其他资料。 1.2.6 提供设备管理和运行所需有关资料。 1.2.7 所提供设备应发运到规定的目的地。
1.2.8 如标准、规范与本招标文件的技术规范有明显的冲突,则卖方应在制造设备前,用书面形式将冲突和解决办法告知买方,并经买方确认后,才能进行设备制造。
1.2.9 在更换所用的准则、标准、规程或修改设备技术数据时,供方有责任接受买方的选择。 1.2.10 现场服务。 2 技术规范要求

2.1.1 设备储存温度:-25℃~+70℃。 2.1.2 设备工作温度:-5~+45℃。
