STATEMENT OF POLICY AUTHORIZATION

Yantai Moon Co.,Ltd. has established the QC system for U certificate of authorization under the rules of the ASME Boiler and Pressure Vessel Code Section VIII Division 1 to assure that the Code Items manufactured by YTMC are in compliance with the ASME Code and Customer’s requirements and this QC Manual.

The QC Manual is a written description of the QC System .It is mandatory that all individuals of YTMC must perform their work activities in accordance with the requirements of this QC Manual and the Code.

The QA Manager is hereby given the responsibility and authority to assure that all phases of the QC System are prepared and implemented properly in accordance with the ASME Code and this QC Manual.

The QA Manager has the organizational freedom to identify quality control problems and to initiate, recommend and provide solutions.

The QA Manager shall report to me the status and adequacy of the QC System. He has the authority to stop work until the quality problems have been properly resolved. Any dispute between the QA Manager and any other responsible person shall be resolved by me within the Code, design justification and the requirements of this QC Manual.

The QA Manager shall be responsible for maintaining a close communication with the

为了确保我公司产品符合ASME规范、用户和该质量控制手册的要求，按照ASME锅炉压力容器规范第Ⅷ卷第１册的要求，建立了烟台冰轮股份有限公司获取U授权证书的质量控制体系。

质量控制手册是该体系的文字叙述，全体员工在制造规范产品时，必须严格遵照该手册和ASME规范执行，不得违反。

授权质保经理负责保证质量控制体系符合ASME规范和本手册的规定，并得到全面贯彻。

授权质保经理组织上的独立权，判定和解决所有的问题。

质保经理应向总经理汇报质控体系的状况，并提出质量控制的系统报告，他有权发布停止制造的命令直至质量问题得到妥善解决。在质保经理和其他部门负责人之间有争议未能解决的问题，应提交总经理根据规范、设计技术条件和本手册的要求作最后裁决。

质保经理负责与授权检验师保持密切联系，对质量控制手册的任何改变，均应事先征得授权检
