依据《中华人民共和国突发事件应对法》、《江西省人民政府突发公共事件总体应急预案》、《江西省重大气象灾害预警应急预案》及市县有关规定和要求，为加强我校应对雨雪冰冻天气灾害工作的管理，及时有效的处理意外事故，最大限度地减轻因低温雨雪冰冻天气灾害造成的师生伤亡和财产损失，结合我校实际，制定本预案。

一、防低温雨雪冰冻天气灾害处理工作原则

1.预防为主，防抗结合。提高全体师生的防范意识，落实各项防范措施，充分做好应对低温雨雪天气的物资和设备的应急准备工作和其它各项准备工作，做到早发现、早报告、早处置。

2.以人为本，学生优先。全力以赴帮助学生遇到的困难，最大限度减少灾害造成的损失。

3.统一领导，分级负责。校长统一领导全校低温雨雪天气的应急工作，各班主任负责组织实施本班内低温雨雪天气的应急工作。分工协作，相互配合。

二、工作机构及职责

成立防低温雨雪冰冻灾害应急领导小组，联合公安、交通、消防、民政、医疗卫生等有关部门组成抢险救灾工作组。

5.随时掌握低温雨雪冰冻天气灾害发展趋势，并作出相应决策，

2.做好学生寒假和春季学期上学的道路交通安全宣传教育和管理工作。

3.做好对受伤教职工、学生的抢救工作。 4.搞好学校贵重物资的护卫，加强防寒、防冻、防病和治安工作。 5.做好善后处理工作，制定灾后重建措施。 三、应急行动

1.遭遇低温雨雪冰冻天气灾害事件，领导小组立即按此预案展开工作。

2.破坏性低温雨雪冰冻天气灾害发生后，学校防低温雨雪冰冻天气灾害应急领导小组办公室立即召集领导小组成员讨论、研究、部署、指挥抢险救灾工作。

3.一旦发生其它突发事件，如发生地质灾害事故，必须立即拨打119报警；发生不法分子造成严重破坏或伤害事故，拨打110报警；发生校舍倒塌、师生冻伤或食物中毒事故，立即拨打120，同时维持好现场秩序，保持通道畅通，紧急疏散学生和教职员工到安全地带，避免出现混乱状态，严防拥挤踩踏事故发生，确保师生生命安全。

四、防低温雨雪冰冻天气灾害值班制度 学校安排专人负责，切实落实防低温雨雪冰冻天气灾害及安全值班制度，众保证信息渠道畅通。

五、灾情报告制度

1.低温雨雪冰冻天气灾害后，学校必须立即开展灾情调查工作，并及时如实逐级报告。

2.遭遇其他突发事件时，当事人、目击者及负责人要在第一时间里向学校报告。
